Empowering Growth: Multilingual CO.STARTERS Business Accelerator
From Cambodia to California and now to Sioux Falls, South Dakota, Stev Meas and Chenda Chou recently celebrated the ribbon cutting and grand opening of their second business location, Mr. Donuts. The LSS Center for New Americans is delighted to be a part of their journey to thriving in the community they now call home.

LSS Center for New Americans provides an array of services to diverse communities including Education Services: English Language, Citizenship and Workforce Training courses for learners of the English language. Partnership with the SD Department of Labor and Regulation, Adult Education and Literacy, makes English and workforce training available to immigrants as they seek to advance their employment and education goals. Other programming at LSS includes the LSS Multicultural Center, Community Interpreter Services, Refugee Resettlement and Immigration Legal Services.
The Meas and Chou family is one of many who have benefitted from English Language and Workforce Training classes facilitated at the LSS Center for New Americans over the past four decades. Stev Meas’ wife and business partner, Chenda, and an employee of Mr. Donuts have been regular learners in the English courses offered by LSS. Stev would bring Chenda to her English classes every Tuesday and Thursday night, patiently waiting for her in the lobby while she studied English. One day while waiting, Stev heard about the CO.STARTERS business class from an LSS instructor and immediately signed up for the class. It was his goal to learn more business principles and grow his business to a second location.
The course, facilitated by instructors and staff at the LSS Center for New Americans and supported and co-facilitated by TLC Services, was made possible by a partnership with Startup Sioux Falls and powered by the SBA. With support from this incredible community partnership and Stev’s tenacious spirit, he completed the 12-week Multilingual CO.STARTERS course and recently achieved his goal of expanding his family business to a second location.
